Project Description

Despite the complexity of the site and construction methods at the Westmoreland County Correctional Facility, Quandel’s management of the project saved the County $3 million. The prison site is located atop an old strip mine. The three-story facility required 14,000 tons of structural steel and concrete caissons 60 feet deep to support it. The prison has 384 cells, 451 beds, and the foundation support for a future fourth floor.

Quandel was a godsend to the County. They took a project that was to cost $35 million with 318 beds and turned it into a $32 million project with 451 beds. Their shepherding of the project saved us $3 million and gave us a much larger bed space capacity.
