Project Description

The York County Commissioners’ decision to hire Quandel to manage construction on the York County Prison project paid off in savings of nearly $2.5 million over the original budget estimate thanks to Quandel’s budgeting, estimating, value engineering, and bid packaging. The savings enabled the Commissioners to construct two additions: a 1,700-square-foot 8-cell segregation unit for men and a 24,000-square foot wing to house male prisoners. The two-year construction project included renovations to the existing structure as well as the addition of eight auxiliary buildings.

As a result of Quandel’s performance on this project and its proven abilities, the firm was retained to manage the design and construction of the renovation of the former Bon-Ton Department Store in downtown York. This facility was converted to a Government Center for the York County Government.

The bid process gave local people an opportunity to bid on the project, and about 60 to 70 percent of the bids were awarded to local people, which we felt was important. In terms of supervision of the project, coordination of activities, the way they represented us, and the quality of the product, Quandel did exactly what they promised.
